Defiant Iran plans to speed up nuclear fuel work

VIENNA (Reuters) - Iran has announced plans to install advanced uranium enrichment machines in what would be a technological leap allowing it to significantly speed up production of material the West fears could be put to developing nuclear weapons.

In a letter to the International Atomic Energy Agency, Tehran said it would introduce new centrifuges to its main enrichment plant near Natanz, according to an IAEA communication to member states seen by Reuters.

The defiant move will increase concerns in the West and Israel about Iran's nuclear ambitions, which Tehran says are entirely peaceful, and may further complicate efforts by big powers to negotiate curbs on its enrichment program.

Enriched uranium can fuel nuclear power plants, Iran's stated aim, or provide material for bombs if refined to a high degree, which the West suspects is Tehran's underlying purpose.

"It is certainly a provocation to increase any enrichment capacity at all," a senior Western diplomat said.

It was not clear how many of the new centrifuges Iran planned to put in place at Natanz, which is designed for tens of thousands of machines, but the wording of the IAEA's note implied it could be up to roughly 3,000.

Analysts say U.N. sanctions have limited Iran's access abroad to special steel and other components needed to produce sophisticated enrichment machines in larger numbers.

Iran has for years been trying to develop centrifuges more efficient than the erratic 1970s IR-1 model it now has, but their introduction for full-scale production has been dogged by delays and technical hurdles, experts and diplomats say.

Iran's announcement coincides with wrangling between Tehran and six world powers over when and where to meet next, delaying a resumption of talks aimed at reaching a negotiated deal and avert a new Middle East war.

The powers - the United States, France, Germany, Britain, Russia and China - want Iran to scale back its enrichment to ensure it remains within peaceful dimensions and submit to stricter U.N. nuclear inspections.

"We along with the other U.N. Security Council members have called upon the Iranians to freeze enrichment work during negotiations," Russian Foreign Minister Sergei Lavrov was quoted as saying by Interfax news agency on Thursday.

Western states have intensified the sanctions pressure on Iran over the past year, targeting its lifeline oil sector. This has inflicted increasing damage to Iran's economy but its clerical leadership is showing no sign of backing down.

Israel, believed to be the Middle East's only nuclear-armed state, has hinted at possible military action against Iran if sanctions and diplomacy fail to resolve the nuclear stand-off.

GAME CHANGER?

Iran asserts a right to enrich uranium for peaceful purposes and has repeatedly refused to halt the work, a stance underlined anew by its new centrifuge plans. Centrifuges spin at supersonic speed to increase the ratio of uranium's fissile isotope.

Iran said it would use the new model at a unit in Natanz, where it is now refining uranium to a fissile concentration of up to five percent, according to the IAEA's communication.

The IAEA "received a letter from the Atomic Energy Organization of Iran (AEOI) dated 23 January 2013 informing the Agency that 'centrifuge machines type IR2m will be used in Unit A-22' at the Fuel Enrichment Plant (FEP) at Natanz," it said.

The IAEA said it had asked Iran, in a letter earlier this week, to provide technical and other information about the plans. A unit can house more than 3,000 centrifuges.

The Vienna-based U.N. agency, whose mission it is to prevent the spread of nuclear weapons in the world, regularly inspects Natanz and other, declared Iranian nuclear sites.

Nuclear expert Mark Fitzpatrick of the International Institute for Strategic Studies think-tank said that employing the new centrifuges at Natanz could be "a most unfortunate game changer," depending on how many there were.

"Using the IR-2m in large numbers would enable Iran to enrich uranium much faster," Fitzpatrick said.

Iran says it refines uranium to power a planned network of nuclear energy plants. But just one of these plants would take many years to complete, raising many questions abroad about the motivations of a major oil and gas producer speeding up its accumulation of enriched uranium and, since early 2010, refining to a level beyond the 5 percent suitable for civilian energy.

The part of Iran's enrichment work that most worries Western diplomats - to a fissile purity of 20 percent - is carried out at the Fordow underground facility near the town of Qom.

This higher level of enrichment represents a significant step closer to weapons-grade uranium. Iran says it needs 20 percent uranium to fuel a medical research reactor in Tehran.

Fordow "has increasingly been the focus of concern about Iran's capability, but a technological breakthrough at the much bigger Natanz plant might be still more provocative," said nuclear expert Mark Hibbs of the Carnegie Endowment think-tank.

"At first I thought someone was playing a trick on me," the 26-year-old Smith said Wednesday, adding that she played the voicemail from the Espanola Valley Humane Society more than once.

"I thought I'd never see her again."

But it was no joke. The now 2-year-old Chihuahua-dachshund mix, also known as a "chiweenie," was found wandering the streets in Espanola on Jan. 12. She was traced back to her military family by a microchip that Smith says had been installed just days before she went missing.

Smith and the?dog?were reunited Wednesday at Albuquerque's airport.

Surrounded by cameras and reporters, it was unclear if Pooka recognized Smith. But she clearly looked content to be snuggled in her arms.

Pooka has been staying with a foster mom, Melanie Lopez, who brought the?dog?to the airport for the reunion. Also on hand was Claudia Inoue, a Santa Fe animal lover who donated Southwest Airlines frequent flier awards to Lopez. Southwest Airlines waived the $75 fee for Smith to carry the?dog?home on the plane.

Smith says she had Pooka for just four months when she disappeared after the family let her out to do her business.

"I don't know if she got out through a hole in the fence or what," Smith said.

Smith planned to head straight back to Kentucky, where she said the now full-grown?dog?would be welcomed into a much larger household.

With Pooka missing, Smith got two?new?dogs, a German Shepherd and a German Shepherd mix, because "I was depressed."

And Smith recently gave birth to a fourth child.

Nina Stively, community outreach manager at the Espanola Valley Humane Society, said Pooka had recently given birth herself and was still nursing when she was found. Attempts to find her puppies were unsuccessful.

The rest of the?dog's?story and how she traveled more than 1,220 miles to?New?Mexico, however, will likely forever remain a mystery.

"I have no idea," she said. "And she's not talking."

Helicopters maintained watch over the city, which houses a treasure trove of antiquities and historical documents. As of nightfall Monday, there had been no combat. ?But many of the local citizens were seen wearing berets.

The Obama administration had agreed to provide air and ground support, but the French declined. ??We can fight without Americans. ?We are stronger than Americans,? said French leader Gerard Depardieu.

?The town has been effectively taken without any clashes,? Col. Thierry Burkhard, a French military spokesman, said at a briefing in Paris. ??We will be setting up cafes and piano bars within days.?

The assault came less than two days after French forces took control of the airport and surrounding areas of the northern city of Gao, one of the cities that militants have occupied since they seized control of Mali?s north in April.

To retake Timbuktu, a French plane landed paratroopers along the city?s northern side and then they all sat on a hill and smoked cigarettes, which confused the citizens of Timbuktu. ?And then? the French pulled out their baguettes.

New Orleans' challenge: policing 2 huge parties

NEW ORLEANS (AP) ? New Orleans police are in the middle of an unprecedented security challenge with an estimated 150,000 Super Bowl fans packing the city during the raucous annual buildup to Mardi Gras, when thousands of revelers flock to the historic French Quarter and its restaurants, bars and strip clubs.

It all began in earnest Friday night with the first of the city's major float-filled Mardi Gras season parades. This week, the parade schedule is on hold while the Super Bowl takes center stage. Mardi Gras preparations resume once Sunday's game is over and the parades roll again starting Wednesday.

The city's police force of 1,200 officers is working more than three weeks' worth of 12-hour days, on the lookout for everything from petty crime and public drunkenness to random gunfire and the threat of terrorism. It will be an exhausting stretch that city officials say will cost the city several million dollars in police overtime.

"If we can, we'd like to give them some time down," said police chief Ronal Serpas. "But if we can't, they know it and they'll stand up for it."

It's also a unique chance for Serpas to show off one of the strengths of a department beset by scandals involving brutality and mismanagement. City officials have carried out numerous reforms aimed at cleaning up the department, which has seen five officers convicted of civil rights violations stemming from deadly shootings of unarmed residents after Hurricane Katrina.

For years, though, crowd control has been the department's bright spot, especially during Mardi Gras revelry on the narrow streets of the nearly 300-year-old French Quarter, home to fancy restaurants and art galleries as well as sleazy bars and strip joints.

"I think the NOPD does take a particular pride in its long-standing history and long-standing demonstration that managing large crowds is something we do very well," said Serpas, who is in his third year running the department.

Shoulder-to-shoulder, alcohol-fueled crowds often spill over into the neighboring Faubourg Marigny, an increasingly popular area of music clubs and restaurants. A 15-block-long stretch of Poydras Street, linking the Superdome to the Mississippi River and the massive Harrah's Casino, is seeing increased foot traffic during sports events with the opening of more bars and restaurants in recent years. And, outside the Quarter, lavish Carnival season parades draw tens of thousands to the miles-long routes. During the final weekend of Mardi Gras, streets of the metro area can be packed with more than a million people, and more than a few will be overdoing it.

"The thing about Mardi Gras crowds is, we get this impression that some of the people may have been drinking," Serpas deadpanned.

Police perched atop horses watch for problems on the horizon and keep people moving, while uniformed officers on foot mingle and build rapport with the partiers to keep the peace. Plainclothes officers will be on the lookout for weapons and other less visible problems. Arrest numbers vary from year to year, though police commonly arrest at least several hundred people each year during Mardi Gras-related celebrations ? most for relatively minor transgressions.

Joining the department's officers for Super Bowl week are more than 200 state troopers and about 100 officers from surrounding local jurisdictions. Also, with the Super Bowl considered a potential terrorist target, there is a beefed-up federal contingent. That includes close to 100 extra FBI personnel supplementing the regular New Orleans FBI staff of 200 agents and support staff, said Michael Anderson, the agent in charge of the New Orleans office.

That office will be home to a joint operations center where the goings-on will be constantly monitored by representatives from all involved state, local and federal law enforcement and security agencies, including the Department of Homeland Security and the Bureau of Alcohol, Tobacco, Firearms and Explosives. Such a center is standard operating procedure for the Super Bowl each year, Anderson said.

New Orleans police will take the lead on local crime, traffic or public disturbances, Anderson said. "If there's any inkling of a terrorist attack or threat of terrorist attack in any way," he said, "then we kick in with our full apparatus."

At Louis Armstrong International Airport, the Transportation Safety Administration is adding personnel and equipment to handle security checks, said TSA spokesman Jon Allen. He said there will be 11 additional checkpoint lanes added to the 14 existing lanes for passenger screening.

Five additional explosives-detecting machines have been added to screen checked baggage, and more than 100 transportation security officers will be brought in from other airports starting Sunday to help local airport staff, Allen said. The officers will stay through the middle of next week, he said.

Beyond the city's police costs, exact security costs are difficult to determine. Federal officials declined to detail specifics, and an NFL representative would say only that the league will spend millions.

Mardi Gras season happens every year, and the city is no stranger to Super Bowls, having hosted nine ? including the 2002 game that followed the Sept. 11, 2001, terrorist attacks. Although security planning for the Super Bowl has grown increasingly complex since the attacks, no acts of terror or other serious problems have been reported at Super Bowls in recent years.

Most Super Bowl problems in recent years resulted from human gridlock. At last year's Super Bowl in Indianapolis, 11 people suffered minor injuries during a free outdoor concert. But officials said otherwise there were few problems.

This year, officers will be prepared to reroute or block vehicle traffic when streets are full of pedestrians. As for terrorism worries, Anderson said preparations include formation of SWAT teams and "hazardous incident teams" ? specialists in hazardous materials or explosives assembled from the various federal local and state agencies.

Serpas welcomes the help, but he said much of the cooperation comes from the partiers themselves ? a diverse crowd that can consist of locals and families picnicking on parade routes and a more adult, heavier-drinking crowd downtown and in the Quarter.

"You look at that parade route, and on any one block there could be 10,000 people and two cops," Serpas said. "How do those two cops stay safe, and how does that crowd stay safe? We're actually working together."

Study finds improvement in German consumer mood

(AP) ? A closely-watched survey shows German consumers are more optimistic, buoyed by the current calm in financial markets and expectations the economy will gradually revive over the course of the year.

The GfK institute reported Tuesday that its forward-looking indicator rose to 5.8 points for January, up from a revised 5.7 in January.

Analyst Carsten Brzeski says the indicator is "another small piece of evidence that domestic demand should be an important growth driver in 2013."

The report shows overall economic expectations still in negative territory, at minus 11.3 in January ? but that was an improvement from December's minus 17.9.

Income expectations rose to 36 in January from 21.2 in December, while consumers' willingness to buy was up to 35.3 from 20.1.

The report is based on 2,000 consumer interviews.

Audit Blasts Texas Cancer Agency Over Transparency ? CBS Dallas ...

AUSTIN (AP) ? A troubled $3 billion cancer-fighting agency in Texas under criminal investigation must address ?significant issues? with accountability and transparency, according to a critical state audit obtained Monday by The Associated Press.

Auditors found that the Cancer Prevention and Research Institute of Texas could not produce records surrounding several lucrative taxpayer-funded grants. They also said the agency?s former executive director recommended three projects for funding even though scientific peer review councils failed to endorse the projects. That trio of applicants wound up receiving more than $56 million combined, according to the State Auditor?s Office.

?By not ensuring that all grant applications are properly evaluated and documented, CPRIT weakens its ability to ensure that its award decisions best align with the agency?s mission,? the report said.

State auditors had not yet officially released the 100-page report before copies began to trickle out Monday. But the audit had been eagerly anticipated by both Republican and Democratic lawmakers who have lined up to blast the beleaguered agency in recent weeks and demand sweeping reforms.

The audit is the latest black eye for CPRIT, which has been in upheaval for much of the past year. The agency was a darling of the scientific community and some of the nation?s biggest advocacy groups after launching in 2009 as an unprecedented cancer-fighting effort on the state level. The agency oversees the nation?s second-largest pot of cancer research dollars, next to only the federal National Institutes of health.

That money is now frozen, as CPRIT is under a moratorium following revelations of improperly awarded grants that have drawn the attention of Texas prosecutors. The agency?s top three executives have all resigned in the past nine months.

Among the new revelations in Monday?s report was CPRIT failing to produce documentation from scientific peer reviewers in support of a $25 million statewide clinical trial network ? the largest single award in the agency?s history.

The Clinical Trials Network of Texas also did not receive matching funds from other investors as required, auditors said. The same was true of at the time the agency awarded $11 million to Dallas-based Peloton Therapeutics, which also never had its funding application independently reviewed.

CPRIT is also beset by appearances of conflicts of interest. Auditors found that former executive director Bill Gimson, former chief scientific officer Alfred Gilman and two members of the commercialization review council had ?business and professional relationships? with grant recipients.

CPRIT management generally agreed with the recommendations in this report, auditors said.

Kyocera Torque coming to Sprint's Direct Connect lineup in March, we go hands-on (video)

Going to be in the market for a new Direct Connect device soon, but the current offerings seem so... drab? Enter the Kyocera Torque, the latest Sprint smartphone featuring the network's CDMA-based Push-to-Talk service. The phone, which should be available sometime in early March, brings with it LTE connectivity, (mostly) stock Android 4.0, a 1.2GHz dual-core Snapdragon S4 Plus processor, HD Voice, 4-inch WVGA display, 4GB internal storage and a 2,500mAh battery. As you'd come to expect on a Direct Connect device, it's also certified mil-spec 810G and IP67 and is water-resistant (it can be in one meter of water for up to 30 minutes). It's also the first on this side of the Pacific to utilize Kyocera's Smart Sonic Receiver tissue-conduction tech, a system that foregoes the traditional earpiece and transmits audio to your ear via vibration.

The Torque packs a lot of average features that would likely put it somewhere in the mid-range (we haven't been given pricing yet), but it's definitely not going to win any beauty awards -- it's still a Direct Connect device, after all. Its outer layer is dressed with Dura-Grip and the phone is plenty bulky as a result; however, it's also much more durable than your standard piece of electronics. We threw the phone at the wall, slammed it repeatedly on the table, dunked it in water and even let it sit in ice for at least 20 minutes, all without incident.

On the software side, the Torque uses a version of stock Android 4.0 with only a small amount of tweaking. Essentially, the only major change added in by Sprint and Kyocera is Eco Mode, a power management system on the Torque that blocks background data connections for nonessential apps. Mother of dying 15-month-old girl carried into hospital by 'sadistic ...

A mother whose sex offender ex-boyfriend murdered her infant daughter has branded his 25-year prison term too lenient.

Barry McCarney was today given the life sentence tariff in Belfast Crown Court for the murder of 15-month-old Millie Martin in what the judge described as a ?sadistic sexual assault?.

But Rachael Martin, the toddler?s mother, criticised the sentence, saying: ?Twenty-five years isn?t long enough.?

Her mother and Millie?s grandmother Margaret Graham said 33-year-old McCarney, who was not the child?s father, should never be freed.

She said: ?It wasn?t long enough ? life should be life.?

?He should never see the light of day again. We won?t ever see Millie, her mummy won?t ever see her wee daughter and life should mean life.?

McCarney took Millie to Erne Hospital in County Tyrone, Northern Ireland after she sustained serious injuries from his attacks.

He was filmed trying to give her CPR, but the 15-month-old girl later died.

McCarney?s father Kevin insisted he was innocent of the murder and would be appealing against the verdict.

He said: ?We will be appealing the case and we know he will be proved innocent.?

In setting the minimum term McCarney must serve of his life sentence, Mr Justice Ben Stephens explained that the sentencing framework in Northern Ireland was very different to that in England and Wales, where a whole life term could be handed down.

He said the offence was serious enough to use the upward starting point guide of 15 to 16 years.

Explaining that aggravating features, among them the vulnerability and fragility of the victim, required him to make a ?substantial upward adjustment?, he told McCarney he would have to serve at least 25 years.

Once the 25-year term is spent, McCarney can only be released, on licence, if parole commissioners deem he no longer presents a danger to the public.

Setting the minimum sentence McCarney must serve, judge Ben Stephens told the labourer at Belfast Crown Court he was a ?deeply manipulative man?.

McCarney was also found guilty of grievous bodily harm with intent and sexual assault of Millie.

Mr Stephens told him he must serve at least six and two years for those crimes respectively, but those terms will run concurrently with his murder tariff.

McCarney, clean shaven and dressed in a grey jumper, showed little emotion as the judge delivered his sentencing decisions.

His ex-girlfriend Ms Martin looked on from the public gallery. At the same trial last year, she was acquitted of charges of allowing her daughter?s death and cruelty through wilful neglect.

McCarney met Ms?Martin just three months before the little girl?s death.

He quickly eased his way into the family home in?Enniskillen,?which allowed him access to Millie.

The judge said McCarney had duped Ms Martin into believing he cared for Millie and she was therefore willing to leave her daughter alone with him.

He said: ?You gained the total trust of Rachael Martin, you appeared to her to be very good to Millie,? he said.

On the night the toddler sustained the fatal injuries, McCarney had persuaded his girlfriend to go out to a shop to buy him a chocolate bar.

Justice Stephens said he was already on his way up the stairs with the intention of sexually abusing the young child in her bed as Ms Martin was reversing her car out of the driveway.

The judge said McCarney had struck Millie?s head on a hard surface in response to her cries as he inflicted a brutal sexual assault. That head injury would ultimately kill her.

Multiple bruises were also found on the youngster?s body along with a clearly visible oval shaped bump on her forehead.

During the post-mortem examination, the pathologist found injuries to her?abdomen caused by punching or prodding which would also have been fatal.

Millie had also been sexually assaulted. The prosecution described the attacks on her as vile and sadistic.

McCarney blamed Millie?s mother, claiming at trial that she had inflicted the injuries on her own daughter and that he was sickened by her death.

Speaking only through his barrister, he alleged that Ms Martin did not want social services involved because she had done these ?terrible things? herself.

But in a case with no forensic evidence to suggest who inflicted Millie?s injuries, the jury rejected McCarney?s claims and accepted that Ms Martin had unwittingly let a monster into her home, taking just three hours to reach a?unanimous?verdict.

He was found guilty of murder, sexual assault and causing grievous bodily harm.

Ms Martin?s family issued a statement saying the family would now be able to grieve properly as a result of the verdict.

They described the last three years as a ?waking nightmare? and described McCarney as a ?disgusting individual?.

They also questioned why Ms Martin was ever prosecuted in the first place.

Her brother, Matthew, speaking on behalf of the family said the police decision to prosecute her was ?shocking? at a time when she should have been left to grieve for baby Millie.

Outside court, Ms Martin?s stepfather Noel Graham said he was pleased McCarney, who he described as a ?scumbag?, would be off the streets away from women and children.

He said: ?We have been dealt a life sentence which will never go away.?

On McCarney?s protestations of innocence, Mr Graham added: ?If he had have been half a man he would have gone into the court and told the jury (the truth) and didn?t leave everything unanswered.?

The population of the United States living in urban areas is growing faster than the national rate. At last count, more than four in five Americans lived in a metropolitan area, an increase of over 12 percent in the last decade. Meanwhile, the proportion of Americans living in rural areas declined. If this trend continues, nearly all Americans will live in megacities in the near future.

Regardless of whether this happens, more pressure will be placed on mayors to manage their growing populations. 24/7 Wall St. has completed its second annual ranking of the 100 largest cities in the U.S., based on local economies, fiscal management and quality of life measures. To evaluate how well a city is managed over the long-term, we looked at factors like the city's credit rating, poverty, education, crime, unemployment, and regional GDP. The best-run city this year is Plano, Texas. The worst-run is San Bernardino, Calif.

Measuring the effective governance of a city and comparing it to others can be challenging. Each city has its own unique challenges and advantages. The strength of the regional economy, the level of state funding, and the presence of major corporations or industries can all impact a city?s prospects. They play a big part in a city?s employment levels, safety and fiscal stability.

All those factors, of course, are directly affected by how a city is managed. Mayors, school boards, and city councils all have a role to play in that regard. All of these groups must work with the resources available to keep budgets balanced.

Many of the best-run cities either have at least one industry that is supporting the labor force, or are close enough to major urban centers, such as Dallas, Phoenix and San Francisco, to benefit from jobs available there.

The economies of the worst-run cities fall into two categories. Some were badly damaged by the housing price collapse. These include Riverside and Stockton in California and Las Vegas, Nevada. Others have had much more long-term economic troubles. These include Detroit, St. Louis and Cleveland, whose once-booming manufacturing-based economies have been decimated by jobs going overseas.

Fiscal management is another factor that had a strong impact on where cities ended up on our list. The majority of the best-run cities had their general obligation debt rated Aaa by Moody?s. None of the worst-run cities received that perfect score; some, such as Detroit and Stockton, were rated below investment grade. Stockton is notable for actually defaulting on its debt in June of last year.

1. Plano, Texas

Plano, based in the Dallas-Fort Worth metropolitan area, is the best-run city in America. Among households in the city, 14 percent earned over $200,000 in 2011, the fourth-highest proportion of all cities. Meanwhile, a mere 1.9 percent of households earned under $10,000, which was the second-lowest of all cities. The city?s 1.62 violent crimes per 1,000 people is the second-lowest of all large cities. Plano is home to many corporate headquarters, including J.C. Penney and Dr. Pepper Snapple Group. These companies are among the 10 largest employers in the city. The city appears to be largely unaffected by the housing crisis. The median home price rose by more than 5 percent between 2007 and 2011, while the national median price fell by more than 10 percent.

2. Madison, Wis.

Madison is home to the state capitol, as well as the University of Wisconsin?s flagship campus. In addition, the region is a base to employers in fields such as technology and health?care. The unemployment rate of 4.9 percent in 2011 was the second-lowest among all large cities in the U.S. Of the city's adult population, 54 percent have a bachelor's degree, the third-highest rate among the top 100 largest cities. In December, the Madison City Council adopted a rule banning the government from using emergency reserves to fund the operating budget unless two-thirds of members vote otherwise. With the city exercising this kind of caution, it is no surprise Moody?s analytics rates madison general obligation debt as a perfect Aaa, with a stable long-term outlook.

3. Irvine, Calif.

With almost 97 percent of residents aged 25 and over with at least a high school diploma, and with nearly 63 percent with at least a bachelor's degree, Irvine has the most educated population of all of the 100 most populous cities. The city?s high educational attainment has translated to a highly compensated population -- a whopping 18.8 percent of households earned more than $200,000 in the last year. Irvine has the lowest violent crime rate of all the 100 largest cities, with just 0.56 violent crimes per 1,000 people in 2011. Irvine?s government has received a lot of flack recently for its efforts to transform the Orange County Great Park, with critics arguing that more than $200 million worth of spending has gone to waste. The newly elected City Council has pledged more oversight on spending and has terminated contracts with two firms working on the project.

4. Lincoln, Neb.

Lincoln?s 3.9 percent unemployment rate in 2011 was the lowest of all metropolitan areas in the country. The city is home to the University of Nebraska?s flagship campus, which employs more than 8,000. Like Omaha, Lincoln has been spared from the recession more than most places. Home values rose 2.7 percent between 2007 and 2011 compared to a 10.7 percent drop nationwide. In 2011, just 0.36 percent of Lincoln?s homes were in foreclosure, the eighth-lowest rate among large cities. Like many of the other top-rated cities, Lincoln?s general obligation debt is rated as a perfect Aaa, with a stable outlook.

5. Fremont, Calif.?

Fremont was incorporated in 1956, joining five towns together as a single city. The city is near the core of Silicon Valley, while also connected to San Francisco by the Bay Area Rapid Transit system. It has one of the most educated and high-earning populations in America, with over 51 percent of residents age 25 and older holding a college degree in 2011. That year, median household income was $92,665, the highest of any large city in the U.S. The city has an exceptionally strong manufacturing base, with almost 22 percent of working adults employed in the sector. Among the companies with manufacturing operations in Fremont are tech manufacturers Western Digital and Seagate Technologies, as well as electric car builder Tesla Motors.

1. San Bernardino, Calif.

Few cities were hurt by the housing crisis to the same extent as San Bernardino, where the median home value declined by 57.6 percent between 2007 and 2011, more than any other large city in the U.S. By the end of 2011, almost 4.4 percent of homes in San Bernardino were in foreclosure, among the highest rates for all large cities. That year, the unemployment rate reached 17.6 percent, or nearly double the U.S. rate and almost 10 percentage points higher than city?s annual rate in 2007. In August, declining home values and rising employee retirement costs forced the city to file for bankruptcy. But the city?s filing is being challenged by its largest creditor, the California Public Employees' Retirement System, which is demanding payments.

2. Miami, Fla.

Between 2007 and 2011, the median home value in Miami fell by 43.5 percent. Additionally, the city had one of the nation?s lowest median household incomes, at under $29,000, while 31 percent of residents lived below the poverty line -- nearly twice the U.S. rate of 15.9 percent. Despite the difficult economic conditions Miamians faced, the city joined with Miami-Dade County to pay for almost 80 percent of the more-than $600 million cost of building a new baseball stadium for the Miami Marlins. The deal has caused significant uproar. While taxpayers pay extremely high costs to service the stadium debt, the team has traded many of its top players. In 2011, the SEC launched an investigation into the agreement.

Last year, Stockton was unable to fund its pension liabilities and make debt-service payments. As a result, it became the largest city in U.S. history to file for bankruptcy. The city had been especially hurt by the recession. Its unemployment rate for 2011 was above 20 percent, while more than 5 percent of homes were in foreclosure -- both among the highest rates for any large city. Just before the bankruptcy filing, Moody?s downgraded the city?s credit rating to account for the likelihood of a default. Moody?s noted, ?The Caa3 rating level assumes losses to bondholders will be greater than 20 percent. The negative outlook reflects the high likelihood that losses could exceed our estimates.? Not only have the city?s creditors been affected, but so have city employees and retirees. According to NPR, the city may cut health benefits to reduce its $417 million in unfunded liabilities.

4. Detroit, Mich.

Detroit was hit hard during the recession, with the near-collapse of the automobile industry and a further slowdown of the already embattled housing market. The median home value between 2007 and 2011 tumbled by 43.5 percent, or more than four times the rate of decline across the country. The lack of income coming into the city?s coffers in the last few years has led to significant financial difficulty for Detroit. Moody?s currently rates city?s bonds as Caa1, which is considered junk status and the worst-rating Moody?s gave to any major city. Mayor Dave Bing signed a budget that aims to cut $250 million in the 2012-2013 fiscal year, with total spending of $1.12 billion.

5. Hialeah, Fla.?

The median household income of $27,208 in 2011 was the third-lowest of all major cities, after declining by 44 percent during the recession. Of workers residing in Hialeah, 15.5 percent worked in the generally low-paying retail trade, the highest percentage of all of the 100 largest cities. As a result of industry composition, nearly 40 percent of city residents are without health insurance, higher than any other large city in the U.S.

Citizens Bank has become the latest large U.S. bank to have online services disrupted ? apparently by hackers.

Since Thursday, the banks? customers have had intermittent difficulty in getting access to online and mobile banking services, bank officials said.

The bank is not describing the problems as part of a cyber attack, but Theresa M. McLaughlin, the bank?s chief marketing and communications officer, said in a letter to bank customers that they were ?similar to disruptions that recently have impacted other U.S. banks.?

Its website has experienced temporary disruptions because of an unusually high volume of Internet traffic, known as distributed denial of service, or DDoS, McLaughlin said. Citizens customers may experience either slow response times or unavailability of online and mobile banking. Some Citizens? customers expressed frustration and worry on the bank?s Facebook page.

This month, a computer-hacking group that claims responsibility for cyber attacks on PNC Bank vowed to continue trying to shut down American banking websites for at least the next six months.

The assault on PNC?s website started in early December. Other banks affected by attacks included JPMorgan Chase, Bank of America and Wells Fargo.

A group calling itself the Martyr Izz ad-Din al-Qassam Cyber Fighters claimed responsibility on an Internet posting and says the attacks are in retaliation for an anti-Muslim video posted on YouTube.

E. Douglas Harris, executive director of the CyberSecurity and Emergency Preparedness Institute at the University of Texas at Dallas said such attacks have so far mostly been an annoyance to customers.

?I personally think this is part of a bigger plan. They are just trying to see what they can get away with. What would happen if Wall Street shut down for a week?? he said.

Financial institutions have not adequately designed for Internet security, Harris said.

?We are not designing for security well enough. We are patching things up after there are problems,? he said.

American women have served and died from the first

WASHINGTON (AP) ? American women have served and died on the nation's battlefields from the first. They were nurses and cooks, spies and couriers in the Revolutionary War. Some disguised themselves as men to fight for the Union or the Confederacy. Yet the U.S. military's official acceptance of women in combat took more than two centuries.

New roles for females have been doled out fitfully, whenever commanders have gotten in binds and realized they needed women's help.

"The main driver is that it's been militarily necessary," says retired Capt. Lory Manning, a 25-year Navy veteran who leads military studies for the Women's Research & Education Institute. She points, for example, to creation of the Army Nurse Corps in response to the struggle against disease in the Spanish-American War.

Some milestones on the way to this week's lifting of the ban on women in ground combat jobs:

FROM THE FIRST

They didn't wear uniforms, but the Army hired women as nurses, cooks and laundresses during the American Revolution. Women were also spies and saboteurs. They carried George Washington's messages across enemy lines to his generals.

Many "camp followers" went to war with their soldier husbands, sometimes bringing children along. Some stepped into the places of fallen men in battle. Other women disguised themselves as young men to join the fighting.

A few hundred women secretly served as Civil War soldiers, historians estimate. There are records of some who were discovered only after they were wounded or killed.

For her service as a Civil War surgeon, Dr. Mary E. Walker was awarded her era's Medal of Honor. Harriet Tubman led a group of former slaves who spied on Confederate troops in the South and helped the Union Army free more slaves. A Virginia woman, Elizabeth Van Lew, ran one of the war's most sophisticated spy rings for the Union. Clara Barton's experiences tending battlefield wounded led her to found the American Red Cross.

NURSES NEEDED

Despite their record as volunteers and contract workers, women were denied a place within military service until 1901, when the Army Nurse Corps was created. Navy nurses followed in 1908.

What prompted the creation of the Nurse Corps? The devastating toll of typhoid, malaria and other diseases that killed far more soldiers than the fighting during the Spanish-American War.

Overwhelmed by the tropical diseases, the military rushed to find more than 1,500 female contract nurses to serve at military hospitals and aboard ships. Twenty-one nurses died in the line of duty. After the war, the Army's surgeon general called for creation of a permanent nurse corps with reserves at the ready for future wars.

OVER THERE

The world wars brought large-scale proof that women could handle many of the military's noncombat jobs. They were recruited to "Free a man to fight!"

For the first time in World War I, women other than nurses were allowed to enlist in the Navy and Marines. They worked as telephone operators, accountants, draftsmen, clerks. Some went to Europe. Still, only about 35,000 women, the majority of them nurses, served among nearly 5 million U.S. men. They were promptly sent home after the armistice.

They were the advance troops for the wave of women to come in the next world war, including the Navy's WAVES and the Army's WACS. There were even civilian pilots ? the WASPS ? who repositioned planes and towed gunners' targets but were denied Air Force status.

The demands of a huge military buildup and a diminishing pool of male draftees crumpled resistance to enlisting large numbers of women for World War II.

More than 400,000 women served, at home and overseas, stepping into nearly all types of noncombat jobs. Retired Air Force Brig. Gen. Wilma L. Vaught, a teenager then, remembers women's eagerness to help.

"America was attacked," said Vaught, president of the Women in Military Service for America Memorial Foundation. "Women felt, 'This is my country, I've got to help defend my country.' They wanted to be part of it."

World War II was the turning point that earned women full-fledged military status. In 1948, after fierce debate, Congress approved allowing women to serve in the regular forces of all branches of the service all the time, not just in war.

WELCOME BACK

In peacetime, the Pentagon retreated back to assigning females to "women's work." They got few chances at promotion and couldn't be admirals or generals. Although military nurses risked their lives in Korea and Vietnam, the military insisted women weren't fit for combat conditions.

The equal rights movement prompted some changes ? in 1967, Congress got rid of a law limiting women to 2 percent of the military and opened up promotions to higher service grades.

But the armed services didn't welcome women back in a big way until the nation cut off its guaranteed supply of men.

In 1973, the draft ended and the all-volunteer military was born. Short on male volunteers, the Defense Department began seriously recruiting women and assigning them a wider range of jobs. In 1975, the service academies were opened to women.

Women grew to more than 10 percent of America's force by the 1980s.

FRONT LINES BLUR

More than 40,000 women deployed for the Persian Gulf War in 1990 and 1991. They worked alongside men, flying helicopters, driving trucks, guarding bases and firing missiles as Americans at home watched on television news.

Officially women were banned from combat. But there were no clear front lines. Women soldiers and Marines were at risk wherever Scud missiles fell.

"They always said the American public will not live with women coming back in body bags," said Vaught. "Well, they did. We found out there wasn't a big reaction from the public. They recognized that these women were there doing their jobs. We have adjusted to that as a people."

After the Gulf War, jobs flying combat planes and serving on warships were opened to women. And some restrictions on combat-related jobs in the Army and Marines were eased.

AFTER 9/11

More than 200,000 women serve in the military now ? 15 percent of a force of 1.4 million. And the wars in Afghanistan and Iraq have obliterated any remaining notion that they can be kept out of the fight.

With the military straining to staff two wars at once, everyone was needed. But battle lines were jagged; insurgents could be anywhere. Women in support jobs found themselves in firefights and blasted by roadside bombs. And their gender made them especially valuable on some patrols: They could search and interview Muslim women whose culture forbid such contact with men.

In 2012, to reflect the new realities, the Defense Department changed its rules to officially allow women into many jobs they were already doing, but in units closer to the fighting. They were still banned from the most dangerous jobs, such as being infantry soldiers or Special Operations commandos.

On Thursday, Defense Secretary Leon Panetta announced an end to the ban on women in combat. Women have become an integral part of the service, fighting and dying alongside men, Panetta said. In fact, 152 women in uniform have died in Iraq and Afghanistan.

"The time has come," he said, "for our policies to recognize that reality."

NOAA forecasters say an unnamed extra-tropical storm will experience explosive intensification over the North Atlantic this weekend. Its central low pressure could rival a category 4 hurricane's.

Forecasters are predicting explosive intensification this weekend for an extra-tropical storm in the North Atlantic that is expected to eclipse the intensity of last October's superstorm Sandy.

Unlike Sandy, the nameless North Atlantic superstorm poses no threat to land. But it does highlight the power such storms can attain.

It's forecast to develop winds of up to 98 miles an hour, while the air pressure at its center ? expected to reach a low between 920 to 930 millibars ? would rival that of a category 4 hurricane, according to forecasters at the National Oceanic and Atmospheric Administration's Ocean Prediction Center in College Park, Md.

The system is the same storm "that gave us some snow a couple of days ago in DC," says Robert Banks, a forecaster at the Ocean Prediction Center. The storm intensified as the cold air moved out over relatively warm North Atlantic water, which is feeding energy into the system.

In addition, the system is merging with two other upper-level troughs ? providing the storm with yet more punch.

It's not clear how this storm will fare in the record books, Mr. Banks says. But over at the Weather Underground's web site, data gathered by British weather historian Stephen Burt shows five other storms between 1824 and 1986 with central pressures ranging from 920.2 to 925.6 millibars.

An extra-tropical superstorm in January 1993 holds the record for low pressure ? 913 millibars ? for North Atlantic winter storms in an event that destroyed an oil tanker after it ran aground at the Shetland Islands. The tanker, the MV Braer, was carrying 85,000 tons of crude oil.
